Informational only, current as of September 2026, and not legal advice. These rules change fast: several took effect during 2026 and a few do not bind districts until the 2027-28 school year. Confirm your obligation with your state education agency, provincial ministry, or counsel. Focus is designed to enforce the outcomes these rules require and produce the report that proves it.
43 states, the District of Columbia, and 10 of Canada's 13 provinces and territories now restrict phones in schools in some form. The wording varies. The obligation does not.
Full school day. Phones off and stored from the first bell to the last, lunch and passing periods included.
Instructional time. Class is covered; lunch, breaks, and passing periods are usually a district decision.
Districts must adopt a policy. The state mandates that a rule exist and leaves its content local.
Guidance only. The state encourages a phone-free policy without compelling one.
No statewide action yet: Delaware, Massachusetts, Mississippi, Montana, Pennsylvania, South Dakota, Wyoming. Several are running pilots.
Quebec and Newfoundland and Labrador run full-day rules; Alberta, Ontario, Manitoba, Saskatchewan, Nova Scotia, and New Brunswick restrict class time; British Columbia mandates a board policy; PEI issues guidelines. The three territories leave it local.
